“HR Strategy. Personnel Selection System”: EU Project Pravo-Justice Held the Conference on Improving HR Management System at the SI “Probation Center”
On May 25-26, the conference “HR Strategy. Personnel Selection System” was held with the support of the EU Project Pravo-Justice. The event was organized with the aim of making interim summary of the HR management at the SI “Probation Center” DU, discussing best practices in the HR management, and introducing them in the regional branches of the Probation Center.
The event was attended by representatives of the Ministry of Justice of Ukraine; employees of the HR department and the management of the Probation Center; representatives of the Institute of Professional Development within the Academy of the State Penitentiary Service.
“The cooperation between the EU Project Pravo-Justice and the State Institution “Probation Center” has had the same goal since a long time, which is to place Ukraine’s probation service among the best in the whole world! In order to achieve this goal, both international and national experts of the Pravo-Justice are ready to work 24/7,” said Serhii Syniohub, National Expert of the EU Project Pravo-Justice, in his welcoming speech.
In his speech, he mentioned that with the assistance of the EU Project Pravo-Justice, the HR strategy has been developed, approved, and started being implemented, which involves the step-by-step introduction of new approaches to the HR management at the Probation Center.
“Different understanding, among the managers, of the goals and purpose of forming an effective team at the State Institution “Probation Center” became one of the prerequisites for developing the relevant HR strategy,” noted Serhii Syniohub.
The Strategy consists of five stages:
- Creating an effective system for calculation and selection of the personnel. Induction to work.
- Maintaining organizational order, diligence, responsibility; strengthening labor discipline. Creating an effective motivation system.
- Developing the training system and enhancing competences of the employees. Career, formation of personnel reserve.
- Shaping and strengthening corporate culture. Preventing professional burnout.
- Planning decreased workload of the personnel.
“The Strategy we developed will make it possible to unify the personnel selection procedure with the purpose of a thorough assessment of personal achievements, knowledge, abilities and skills, moral and business qualities of candidates for vacant positions. It involves providing all employees involved in personnel selection with clear, transparent selection standards based on competency assessment candidates. The document lays down some fundamental principles of shaping a professional and effective team capable of achieving the strategic goals of the SI “Probation Center”, added Serhii Syniohub.
Oleh Yanchuk, Director of SI “Probation Center”, outlined the first results of the Strategy implementation in his speech.
“As of today, the Probation Center has accumulated sufficient experience; new approaches are being used in working with the personnel. We are confidently moving towards the intended goal, which is having a well-functioning and modern pro-European probation service,” said Oleh Yanchuk.
Nataliia Sova, head of the HR Department of the Ministry of Justice of Ukraine, also addressed the participants to the conference. She emphasized the topicality of the issue of effective selection of motivated professionals.
“The duty of each HR specialist is to ensure a smooth operation of the organization by recruiting employees, especially at such a time,” summarized Nataliia Sova.
Nataliia Naulik, Director of the Institute of Professional Development within the Academy of the State Penitentiary Service, developed on the areas of cooperation between the SI “Probation Center” and the Academy of the State Penitentiary Service.
