On February 6-8, the EU Project Pravo-Justice and the Ministry of Justice present the monitoring report for 2022

On February 6-8, the presentation of the annual monitoring of legislation, which is being conducted by the Ministry of Justice of Ukraine with the support of the EU Project Pravo-Justice for the fifth year in a row, will take place.

The presentation of the report for 2022, which covers the analysis of 17 problems of legal regulation of various spheres, will take place according to the following plan:

  • February 6 - issues of the judiciary, judicial system, criminal justice, as well as the system of free legal aid in the context of the implementation of the Law of Ukraine "On Mediation";
  • February 7 - the issue of execution of court decisions;
  • February 8 - issues of bankruptcy and forensic expertise.

Denys Malyuska, Minister of Justice of Ukraine, thanked everyone who worked on the monitoring report, which, according to him, is becoming more extensive every year.

"It is very important that we managed to develop a sustainable approach to the systematic analysis of the practice of applying legislation, which involves various authorities, law enforcers, and expert organizations. Annual monitoring is the method with which we will move forward, so that changes to state policy are comprehensive, well-thought-out, justified and discussed with stakeholders", - Denys Malyuska said.

In turn, Oksana Tsymbrivska, Head of the EU Pravo-Justice Project in Ukraine, noted that the monitoring of legislation, which has been carried out by the Ministry of Justice of Ukraine with the support of the EU Pravo-Justice Project for the fifth year, is a unique tool that allows carry out analysis of legislation qualitatively and systematically.

"This is a guarantee that in the future any changes to legislation and new legal acts will be effective. After all, thanks to monitoring, they will be based on data analysis, judicial practice and the best European experience. Such a transparent approach will help to increase public trust in the general process of legal policy formation in Ukraine," - Oksana Tsymbrivska stressed.

In addition, on February 9, there will be a presentation of the "Online Monitoring" platform, which was developed by the EU Project Pravo-Justice together with the Ministry of Justice to digitize the process of collecting and analyzing information as part of the annual monitoring of legislation.

During work on monitoring and analysis of specific issues, the state of regulatory regulation is taken into account; judicial practice, practice of the European Court of Human Rights; opinions of the professional community; research materials; statistics; international experience.

Analysis of the spheres of legal regulation is a necessary stage in the cycle of formation of legal policy from the spheres indicated above. Based on the analysis, specific options are offered for solving the identified issues. In addition, the work plan of the Ministry of Justice and the plan of the legislative work of the Verkhovna Rada of Ukraine are formed based on the proposals based on the results of the conducted monitoring.
