Mission description

National Key Expert supports the Component Lead in the organisation, coordination, steering, and implementation of Project activities by providing substantive support and guidance to short-term and mid-term experts, ensuring quality of component-related outputs, ensuring coordination with external stakeholders and beneficiaries, overseeing logistical arrangements of the component.

The project seeks one National Key Expert to support the Component 3 – Property Rights Protection and Enforcement of Criminal Sanctions

Component 3 aims to support reforms related to enforcement, bankruptcy, notarial services, forensic experts system and penitentiary in Ukraine. Key interventions include the provision of policy and legislative support to improve enforcement of court judgements, increase efficiency of bankruptcy procedures and protection of property rights, and support the development of private legal professions such as private enforcement officers, bankruptcy trustees and notaries. In addition, the Component supports the introduction of a more evidence-based approach to administering punishment, encourage offender rehabilitation through the development of training programmes and risk and needs assessment frameworks. Key beneficiaries include the Ministry of Justice and private legal professional associations (notaries, bankruptcy trustees, enforcement officers).

Key duties and responsibilities

The National Key Expert will perform the following duties, in close co-operation with the component team in accordance with the EU and Expertise France procedures, guidelines and rules, with a concern for quality, efficiency, accuracy and confidentiality:

  • Assist Component Lead with the planning, organisation, co-ordination, implementation and monitoring of the Project activities in accordance with the Project Work Plan and other programming documents;
  • Design and oversee the implementation of short-term and mid-term expert missions, ensure quality control of deliverables produced by the experts, guide the experts in public communication with respect to component activities (written articles, interviews, project events.
  • Assist Component Lead with the reporting on the results achieved by the Component.
  • Draft and edit reports, analytical notes, policy papers and other Project deliverables in English and Ukrainian;
  • Design and ensure timely organisation of Project events, participate at various Project activities and secure internal and external follow-up;
  • Liaise with the beneficiaries and other stakeholders with regard to the implementation of the Project activities, ensure circulation of information among project partners and beneficiaries with respect to component deliverables;
  • Contribute to the communication and visibility of the Project, in coordination and cooperation with the Communications Officer;
  • Perform other tasks at the request of the component or Project leadership.

Required profile

Qualifications and Experience:

Law, economic or political science degree from accredited school in Ukraine or abroad; advanced degree preferred.

  • At least 5 years of experience in the relevant field, in the private or public sector, related to the enforcement and/or bankruptcy, and/or registration of property titles and business. 
  • Good knowledge of regulatory framework in the areas listed above;
  • Demonstrated experience in project implementation, including experience in and / or knowledge of technical assistance projects funded by the European Union or other international donors.
  • A high degree of initiative and diplomacy and the ability to solve complex problems in coordination with a diverse range of stakeholders.
  • Fluency in written and spoken English and Ukrainian.
