Ministry of Justice and the Council of Europe signed the Memorandum of understanding on the implementation of the project “Support to the implementation of the decisions of European court of human rights by Ukraine”

Deputy Minister of Justice of Ukraine - Commissioner for European Court of Human Rights Ivan Lyshchina and Head of COE Office in Ukraine Marten Ehnberg signed a memorandum of understanding on the implementation of the Council of Europe project "Support to the Implementation of the Decisions of European Court of Human Rights by Ukraine".

The purpose of the signing of the Memorandum is to coordinate cooperation between the Ministry of Justice of Ukraine and the Council of Europe in improving the implementation of the decisions of the European Court of Human Rights. The parties will focus on the decisions that deal with a violation of the right to a fair trial (Article 6 of the European Convention on Human Rights).

"The signing of this Memorandum of Understanding proves that the Council of Europe supports one of the key priorities of the Ministry of Justice ‒ improving the national mechanisms for implementation of the decisions of the European Court of Human Rights. The work of the new Council of Europe project will also be aimed at improving the national court decisions enforcement system. Cooperation with our international partners is always an efficient bilateral dialogue, and, consequently, the launch of a new project of the Council of Europe demonstrates a major joint preliminary work on the implementation of this initiative", said Yuliya Zaichenko, Director General of Strategic Planning and European Integration Directorate.

"The Council of Europe considers this project to consistently build on the previous cooperation in reforming the judicial system of Ukraine in 2014-2017. The Council of Europe welcomes the ongoing judicial reform, and believes that this reform is approximating the Ukrainian justice system to the standards and recommendations of the Council of Europe. The role of the Ministry of Justice in these processes is crucial", said Marten Ehnberg, Head of the Council of Europe Office in Ukraine.

According to Ivan Lyshchina, the enforcement of the decisions of the European Court of Human Rights is one of the main goals of the Ministry. "This memorandum is extremely important for the Ministry, and we are very pleased that the projects of the COE Office in Ukraine support our cause", the Deputy Minister of Justice of Ukraine, the Ombudsman for the European Court of Human Rights stated.

He emphasized that the Ministry of Justice and the Council of Europe Office in Ukraine are proceeding to a new phase of cooperation, which will continue until comprehensive and successful implementation of the decisions of national courts is achieved. "We also cooperate on issues related to the ill-treatment of detainees and conditions of detention. That's why I'm really glad that we can sign this important document to strengthen our cooperation in this area", Ivan Lyshchina said.
